With reference to my telegram 2nd. August, Executive Counc11 unanimously have advised unless arrangement can be made whereby Postal Agencies in Chinese Territory will dowodze no loss to this

Colony whether or not through Military Contribution this Govern ont ghould close all Arencies from the lat. of January next. Unless before 10th. September an infor ed that such arrangements have been made no provision will be made in Estimates for next year subject to your approval, for the Tostal Agencies. This Government would be willing to pay any profits from Agencies every year to Imperial Government provided that it is secured from loss.
